The Office of Community Development comprises the Zoning, Construction, and Code Enforcement departments, as well as the office of the Fire Marshal. The Office handles the review of applications for and the issuance of Zoning, Construction, Dumpster/POD, Street Opening, and Sidewalk permits, issues Certificates of Continued Occupancy, and performs all related inspections. In addition, staff members investigate reports of Code violations and other issues within the Borough. Located in the Carmen Biase Center at 701 Main Street, the Office is open to the public from 8:00 am – 4:00 pm, Monday through Friday.

*COAH Fees: In accordance with the borough’s fourth round affordable housing obligation, as of February 1, 2025 the Bradley Beach Construction office began assessing a Residential Development Fee on all construction permits issued for new residential structures and additions to existing residential structures. The fee will be calculated at a rate of 1.5% of the equalized assessment value for the residential development. This fee is only applied to any increase in assessment if someone were to do construction on their property.  If a resident doesn’t do any construction on their property this fee is not required. 

Every participating municipality has a development fee ordinance.  The money raised by the development fees go into the trust fund and can be used for affordable housing purposes only.  As participants in Round 4, our Fair Share Housing planner will be preparing a spending plan which identifies how the money is intended to be spent.
